Apercu #01:  Common Sense Federal Government Spending:   

 • To expand liberty and so stimulate the economy, the Constitution of the United States must be revisited under scrutiny as: 

        • To ensure federal debt must be paid off and so become an ordinary line item in the annual fiscal budget Appropriations Bills, 

       • thereof, ‘borrowing’ must no longer be part of the budget process,  

       • thereof, if taxes fail to pay the budget, cut the budget or raise the taxes.

      • So, observe, the annual outstanding federal debt level had first reached one trillion dollars: AD 1962, 

      • But thereafter, spending became more uncontrolled, much beyond regular tax revenue levels, so consequently bounded debt up the “trillion dollar ladder” to:

           { $21,000,000,000,000 };   

           {  21 million million dollars }:

           {  21 thousand billion dollars 

           {  21 trillion dollars };  

        • SO, consider: these dollars to be incomprehensible as to what “we the people” actually paid for and suppositiously had gotten.

        • SO, consider: these dollars to be but extortionate debt, the outcome of overspending; 

        • SO, consider conversely: such fringe borrowing had so availed money to be spent irrationally.   

        • SO, consider viewing “the trillion dollar ladder,” descriptively:

        • So by linking trillion dollar debt levels to the year so first posted; 

        • So by pinpointing president & house speaker pairs, who have been most directly responsible:  

        • and so by revealing the two spending sources: 

        • fiscal tax revenue and

        • debt, borrowed money so thieved from futurity.

debt held by the public:              $11. trillion:  notes & bonds here & abroad,

debt held by the {FRB}:              $2.4 trillion: ‘monetized debt,

debt held by Federal Accounts:    $5.1 trillion: misappropriated funds

 SO consider this: the placement of additional debt is problematic and harmful.

 SO consider this: $300 billion are appropriated but are not authorized as required by law, 

SO consider this: this blank check spending must be stopped: and so unauthorized spending must stop being appropriated.

      • debt must positively be turned about; orderly but expeditiously so, 

      •  by ‘Minding the gap’ between taxation receipts  and expenditures”

       •  by positive focus: ”Add-on none, and unflappably retire some“.   

 

           • No diversionary funding distractions!   

        • No superseding spending priorities, 

        • No wistful political set-asides,    

        • No tolerance of corruption or waste.   

           • But, not likely, unless “we the people” have  achieved a true ‘Debt Checkmate! ?’

So (OFS) triumphs by completely undermining [OSA] ‘overspending,” aka:    

     •  {EPS} ”Empty Pocket Spending,” has been amoral and painfully unlawful: seeds of disunity, decline, and despotism and debt.     Thereof, the process must be disassembled and snuffed out.    That by such ‘Budget Authority’ {BA} orderly impounded & reset to zero, appropriations rescinded, and attributable Acts, as not in Pursuance of the Constitution, struck down and made null and void. 

     • Thereof, [OSA] horrendous {FRB} supported ’credit card’ artificial spending, must be proactively cancelled till debt’s paid fully. aka: no more monetary debt.  

     • Thereof, sadly jobs will be fewer, necessarily so.          

     • There’s no constitutional clause to finance limitless governance via thief nor make debt into money.

    • Thereof, the ‘borrowing limit’ {BL} game, must at last become dated and ended, recognized as to be no more, when the last limit is used up. 

    • Thereof, Those parts of governance financed by debt, must be shut down.           

     • “All those ‘borrowing limits‘ pronouncements suffered for nothing“.                     (OFS)

      • Thereof, consider this: true”Authorizing Budgets,” would  spearhead reduced governance and so require a surplus:

        •  Each “budget authority,” {BA} which would want to allot money to a State, or Local Entity, must be reset to zero.    Each such Appropriation must be rescinded.    Any attributable Acts so not in Pursuance of the Constitution, must be so struck down and made null and void.       States, Cities, Counties, schools, researchers, or other Local Entities have not “The Authority” to tap into the United States Treasury and must be barred and forever kept out.                      (OFS) 

       • Each Local Entity, must make do without “the benefit of other people’s money, labor, or free services,” yielding to “you don’t get something for nothing”. 

       • Each State, must be relieved of all reciprocity and so be limited to budgets self financed from that states’ own Treasury.     

        • •  All “Budget Authority” savings must be dedicated to Federal Debt Reduction {FDR}. 

      • Each “budget authority,” {BA} which would want to hand out money to benefit a foreign Entity, Organization, or 

Nation, including the Export-Import Bank, must be reset to zero.    Each such Appropriation must be rescinded.     Any attributable Acts, so not in Pursuance of the Constitution, must be so struck down and made null and void.         Foreigners have not “The Authority” to claim money from the United States Treasury and must be barred and forever kept out.     “Such Acts of bribery benefiting those of foreign places must not be considered governance at all”.        “Thereof, must so be brought to law”.          (OFS)  

      • Thereof, American’s overseas branches, or installations, must have “budget authority” withheld, save such as are vital to an ongoing or expected conflict. 

      • Thereof, American military, located in an estimated 120-150 Nations, must be brought home to America. 

      • •  All “Budget Authority” savings must be dedicated to Federal Debt Reduction {FDR}. 

     • A true “budget “ governs each itemized expenditure, from plan to fact, according to the economics of tax limits and choices.     Much alike an American “detailed filled in checkbook,” changeable, but always within controlled balancing tied to the flow of income.     Each item to be justified or fail without an ‘overdraft’.      That by the American way of thrift, realizing there are decisions to be made to rightfully manage tax scarcity and spending affordability.

     • Thereof, each Appropriation Bill must be originated from, and remain the equal to, the sum of a collection of bottom-up, narrowly focused, when “Authorized Budgets,” posted, and summed by thousands not to be imaged by billions & so allocated arbitrarily by some favoring “ruling class” stooges.

     • Thereof, those working forecasts of detailed proposed spending, must be created anew; 

     • Thereof, not to be a system of automatically brought forward and percentage increased numbers in mass, 

     • Thereof, thus so to be limited by Rational Resource Reality.  {RRR}     

     • Thereof,  “Authorized Budgets,” must be keyed and coded by entity & location (aka [EPA] office, NY, NY 10007).        

     • Thereof, let it be that an I-Pad would reveal the wherewithal of what [EPA] 10007 spent today and will spend tomorrow.

 • Thereof, each Appropriation Bill must be earmarked accurately to a share of the anticipated fiscal year tax revenue.  

 • Thereof, Revenue expectedly limits Spending.                                 • Thereof, Critical tax shortfall possibilities must be determined and apportioned.      

 • Thereof, wherever revenue is not found to be adequate, ‘Budget Authority‘ {BA} must be reset accordingly, so to match or to be rescinded to zero.    

 • Thus, to nullify a corrupted Congress’s non-stop give away of stuff bought from a treasury that already has been emptied of revenue.        Needs {AvC}    {BWT}

 • Thereof, to ease the balancing process, double entry General Accounting, whereby expenditures are matched to revenue, must replace Single entry “Governmental Accounting,” whereby guessed at consolidated balances are unknown till the fiscal year has ended, aka: “define the shortfall”.        

 • And to so revert to Generally Accepted Accounting Principles.      

   • Thereof, unfunded liabilities can be tabulated on a Balance Sheet at the point of law, historically revealed, and programed for payment or discharge.

 Each “mark-up of the Bill,” aka changes, must be put back to the very “Authorized Budgets” affected; that to ensure compliance, balancing, and reductions.         

      • Budgets must be built, not imposed by “know-it-all gangs” reporting to the ‘ruling class’.

     • The “gang system” of law making, must be struck down: replaced by constitutional representative government.

    And must ensure that: 

     •  only activities in Pursuance of the Constitution, have been authorize,  

     • “budget authority” {BA} does not exceed expected tax revenue, 

     •  “bureaucrats at any pay rate, do not receive funds for legislating, 

     •  That of which is unappropriated for, becomes expired, 

     •  Authorizations must come to be voted each fiscal year or be expired.

     •  Authorizations Bill expired, receive no automatic unlawful Appropriation. 

  

    • Each Appropriation Bill must stand-alone, be edited in plain English, be no longer than The Constitution of the United States,  be 100% supported by “Authorized Budgets,” be but one fiscal year, And must:

[a] Demonstrate that its authority is so in Pursuance of the constitutional enumerated powers, ‘necessary & proper,’ and so separated. 

       • {thus, so as not to repeat the perversions of the past}     

[b] Specify but a solitary entity, 

       • [thus, pinpoint costs of doings to each location of an Agency, Board, Commission, department component, Bureau, et alia]

[c]  Top at $34,125,000,000, 

       • {thus, regulate spending to remain in the reality of tax revenue, by going after what has failed, not needed, or most of all: unaffordable} 

[d]  Use “zero-based budgeting” and none other,

       • (thus, “baseline budgeting becomes retired,” the notion that spending always grows by formula is cast off, and budgets become managed),

[e]  Cap below any prior outlay by 11.4% 

       • (thus, deflate built-in vicious overspending and reveal paths to rightful numbers, thereof, {BA} is really cut to less than before)

[F]  Stipulate a sunset proviso, six years or less: an Authorization Bill gets six one year Appropriation Bills, then must be retired, there must be no automatic extension of funding, particularly after Authorization expires.

       • (thus, refocus on rightful purpose, on felling the ‘run-on of heritage spending,’ and on opting out of piled up tyrannical law) 

[g]  take only tax revenues to be apportioned, divided, allocated, distributed, allotted, assigned, rationed, appropriated,

       • (thus, when tax revenue is exhausted, so is appropriating.)

[h]  Fervently weed out, Boondoggle, Ineffectiveness, Redundancies, or Duplications, the {BIRD}

       • (thus, consequentially, ‘a Federal Entity is Reduced, or Retired, by Necessity,’ {a FERRN} ),  

       • Thus, give the {BIRD}  {a FERRN}.        America must not tolerate even the smallest of excesses or phony Appropriations.

     • Thereof, an office of the {BIRD} needs to be ordained and established to do that job of {BIRD} watching & catching.        

 • Thereof, a compiled chronicle of {BIRDs} needs to be cataloged to thoroughly do many {a FERRN} & to so cease & desist perpetuating such waste.            

 • Thereof, civil servants must be involved; offered significant suggestion awards, and so whistle blower protected.

 • Thereof, {BIRD} investigation & remedy need be thorough, 

 • Thereof, change must be made via forthcoming Rule changes or Amendment via Convention {AvC}, or both.    

          (OFS)

  

      • All “Budget Authority” savings from {a FERRN}, must be dedicated to Federal Debt Reduction {FDR}.     

      • So, reducing overspending somewhere, claiming savings, and then overspend it elsewhere, is dishonesty.         Obviously, no bankable tangibly funds, only deficit to be gone. {FDR}                                                (OFS)   

      • “Each Appropriation Bill must prioritize every ‘Budget authority‘ {BA}” by code and so labeled.    

      • Thus, to create a predetermined fiscal ranking of orderliness to determine which spending is most vital and which is least.  

      • The top priorities must be given to those Appropriation Bills to which sole {BA} is for payments of debt, {SS}, military pay & deployment within the United States. 

      • And to formulate a system of measured ‘crunch time’ cuts to minimize harmfulness when borrowing is curtailed: not arbitrarily, nor presidentially chosen.     

      • Non essentials first: lower rank-7 spending ahead of rank-5, and so forth.       

      • Staff to be reduce to weekend or holiday levels, pay to be forfeited as unearned and not paid retroactively.     

      • Most recently created spending and outreach grants so retired as unaffordable.    

            

      • “Overspending is not a privilege, not a right, and not a vested authority.”       

       • Thereof, it must be so brought to law.           Needs {AvC}

Oh:

       • Now consider this: whopper Appropriation Bills must not to be; nor “clustered into incomprehensible Omnibus Bills” nor be part of a blanket ‘baseline’ “Continuing Resolution”.        

       • Now consider this: Spending has no reasonable fiscal control at such grandiose trillion dollar chunks.  

     

       • So consider this example: revenue of $2.6 Trillion would not be enough, so [OSAs] look to spend by notes & bonds.    

    • So,  observe a pseudo or false budget battle is framed: a compromise appears between an increase of a noble 3.4% or an ignominious 5.0%.    

         • So, an agreed increased  of 4.3% makes [OSAs] rave: cuts; compromisers brag: smaller governance, & tax payers cry ouch.      

       • Obvious fiscal sanity (OFS) compels a pro-active “broken windows theory” {BWT}, or Amendments via Convention {AvC}.           

       • Such dire false budget gamesmanship must not be considered governance at all.       “And so brought to law”.   

So:

      • Thereof, consider this reasonable remedy: mandatory, constitutional, or a proper authorized budget would preclude ever reaching such ridiculous budgeting avoidances.  

      • Thereof, passing a Common Sense real budget, of caped single entity Bills must be the only option.

      • Thereof, Congress’s Constitutional job must be performed: so under oath, so unitarily execute true budgets, totally righteous, without a shade of wrongfulness: 

      • Thereof, else expire {BA} and Congress persons: go home.       

      • Thereof, no more guesstimates, no more wondrous percentage changes, no more lies, just no more of that continuing unlawfulness.     Needs {AvC}

What:

     • •  Each Appropriation Bill must be: (1) broadcast in the entirety, including open hearings & amendment proposals, (2) posted to the internet for the four working days prior to any vote for public discussion, (3) given a separate recorded vote, (4) footnoted by line item for authorship & sponsorship, and (5) fitted with a Standard Chart of Accounts and all that which would be needed to facilitate an I-pad plug-in.  (6) so attached with a helpful summary list of all “Authorized Budgets,” I-pad readied.  

To:    

   • “Federal labor unions, have become a powerful self-interested political block”.      Unions have stepped out of their purview consistently moving against curbs on overspending and have been recipients of it.     Yet, overspending needs remedy, no permissions asked, just deep down job downsizing and examination, entity reformation and updating, and imperatively many {a FERRN}.    Thereby, unions must end internal & external power conflicts and patronage, by patriotically serving America.     Mandates must be made null and void, that of which would recognize any labor union, a union status of any employee, or spoils thereof.  

      • • Personnel interviewers need make clear: the mission of federal workers is public service within the limits of the Constitution and the Declaration of Independence to which they are subservient.

      And not ever to have authority which perpetrates tyranny.

   • • that Executive branch {EB} entities: “Acronym Agencies of Tyranny” {AAT’s} exist, 

   • •  that which write Law directly, in lieu of Congress,

   • •  that which makes current business activities criminal and 

   • •  so consequently & retroactively, private property is forfeited and civil rights are violated. 

   • • so consider these Actions to be obviously unconstitutional and so prohibited: thus criminal.  

   • • so {AAT’s} own existence is, prima facie, not in Pursuance of the Constitutional “separation of powers,”

   • •  and so must be struck down and made null and void; 

           {no transferals nor remnants of unlawful duties} 

    • • “anything goes law making” cannot be found as a constitutional clause nor as an amendment; 

        Definitely, not in Article II, executive branch powers. 

   • • so consider this: “the common good” in traffic jams, is to allow cross-traffic and entry.  

   • • so consider this: “the common good” in governance; for “we the people” who love liberty; is “gridlock between originalists ways & progressives ways,” “government shutdown to keep current credit limit law inviolate,” and so no refund for unperformed work to government employees: those who preach“”tolerance & necessity for their tyrannical abuse”. 

    • • “government shutdown is only for those parts void of a constitutional appropriation Bill:

    • •  thereby, defunding contributions to: State budgets, local identities, foreign nations, occupational forces, foreign delegations, the UN, or waste; is specific.

 Do: consider these peculiar abuses:

    √    The Environmental Protection Agency, [EPA], for ruined enterprise & for treading harmfully on humans and their habitat.  

    √    The Internal Revenue Service [IRS], for daunting tax law, a “tyranny of the purse,” and a harassment of paperwork, unlawful search & seizure, false imprisonment, aka the American version of the WWII Gestapo.

    √   The Food and Drug Administration [FDA], for armed attacks on small farms, de facto food supplement bans, and rogue activities 

    √    The Transportation Security Administration [TSA], for accosted & detained travelers,  seized & searched property,  for familiarity.  

    √    The National Labor Relations Board [NLRB],  for not recognizing  a worker’s “right to work,” an enterprises’ right to exist, work place democracy.     

    √     The  Bureau of Land Management [BLM], for sequestered “Public lands,” & preventing Alaska’s land use.  

    √    The Bureau of Alcohol, Tobacco, firearms and Explosives (ATF),  for killing Americans & undermining the second amendment

    √    The Department of Energy [DOE], for destroying job formation & preventing the expeditious use of energy. 

    √    The Federal Communications Commission [FCC],  for attempts to “abridge the freedom of speech,” and mess with the internet & cells.

    √    The Federal Election Commission [FEC], for the obstruction of State measures to stop the cheating & impairment of proper elections.  

    √     The Bureau of Labor Statistic [BLS], for gathered raw data distortedly, misleadingly reporting of it, & concealing what’s going on.

    √     The National Security Agency {(NSA)} for collecting billions of phone records, texts, emails, Internet searches, and social media posts.

    √ √    The Department of Education [DE], must be retired by dire necessity for being “out of its authority,” & intruding on State’s and parent’s rights by circumventive intrigues.    [DE] teaches no one, but controls the dumbing down of the next generation with its Common Corey Federal standards & data mining of student records & family data, ad infinitum.     By the enriching of union power, and the making of a college education mostly unaffordable and soon to be unobtainable.        There’s no State assistance clause in the Constitution.

  √    The Congressional budget office [CBO], for meaningless fiscal propaganda, tax shortfalls, and overspending certainty

     • The State Department must make its fair contribution.  ‘State’ has become hugely officious: an overstaffed information gathering and paper shuffling group, offering services no longer useful, {not valuable in a despotic world and in direct conflict with CIA operations;;} by a mostly unmanageable diverse group.  Thereof, must be parred over 74%; 7 under secretaries and 49 bureaus need be cut and reorganized under one secretary. Significant technological advances and work duplication reductions must be applied.  Foreign Service must be reduced to but allies and safe zones; and diplomacy by money “assistance” must stop. ”Class 1 & 2 & 3″ pay rates cancelled or rescinded.    16 missions must be cut to a handful.   Certain Diplomatic missions in enemy zones, not riot readied, must be drawn down.       No one needs be killed in Foreign Service.       Marine Corps protectors must be fully readied to successfully defend American life and Sovereignty.   {RRR}       

      • •  All “Budget Authority” savings from {a FERRN}, must be dedicated to Federal Debt Reduction {FDR}.

     • Political appointees must make their fair contribution.     Thereof, pay must be no more than “Grade 14 level 5” and without “Locality Pay”.      Pay must be reduced to time served.        Work area & duties must be observable.  {RRR}

       • • All “Budget Authority” savings, must be dedicated to Federal Debt reduction {FDR}

       • •  Thereof, those who have passed the Bar or have so prepared: whose behaviors support the Executive Branch making Law, creating Crimes, or creating criminals: damn Article I Article II or Article III; must be discharged from any governmental service.          Such current misbehavior beckons for true Constitutional Lawyers: confessed stalwart Originalists whose reality and personal oath abides by the Constitution.

     • Congresspersons must make their fair contribution.   

  • The Constitution of the United States,

          • Article I Section 6 The Senators and Representatives shall receive a Compensation for their Services, to be ascertained by Law, and paid out of the Treasury of the United States. 

  “Thereof, they must receive less, service more, and take and spend very much less”.     So, their base pay must be reset and stayed at $113,726, perquisites eliminated, special benefits paid for via a reduction of base pay or else personally prepaid.        Outside earnings must be taken to base pay as a deduction.   After eleven years of service, pay must be agreed to be $1.     When time of service ends, of course, all remuneration ends.      Traditional overseas junkets, galas, or excess privileges, must be reimbursed or ‘self-paid’.     Peripatetic ways must give way to that of performing the representative job which they have been so chosen.    A Failure to pass Constitutionally authorized budgets, must have imposable ‘nonfeasance penalties’.      Staff appointment levels must be down 20% and pared equally among representatives and frozen.  {RRR}

       • • All “Budget Authority” savings, must be dedicated to Federal Debt reduction {FDR}.    

     • The “office of the President” expense accounts must make a fair contribution.    Thereof, the {BA} of the “Maison du Roi” must be similarly pared by 46%, aka staff and indulgences.     “Air force One” and the ‘first lady’s’ office must have {BA} withheld until borrowing is not needed or be paid by contributions.      State dinners and live entertainment must be cancelled or paid for by supporters.      Automobile fleets must be set to zero, except when safety is at issue.     Air travel must be curtailed to true vitalness.  {RRR}  

       • • All “Budget Authority” savings, must be dedicated to Federal Debt reduction {FDR}.

         

     • So, assets must be held for but utilitarian values.      For only those purposes of ‘necessary & proper’.      Thus, not to hold power over others, or to be a detracting part of the “free market,” or to be tools of tyranny.      Thereby, not to exist by the power of borrowing. 

     • Thereof, each such expendable asset, must be negotiated for sale.     Nary a giveaway        Such as: overseas arsenals, lands, buildings, furnishings, “Enterprise type activities,” items in storage.      No investments, land purchases, remodeling, or asset expenditures till debt be paid.   {RRR}

      • • All proceeds must be dedicated to Federal Debt reduction {FDR}. 

Such as to set it right:       • •  Each “discretionary account” of any size, as that of: a [1] ‘Slush Fund,’ a [2]  ‘blank check’; or a [3] ‘non chronicled set aside lump sum, used at will by anonymous bureaucrats, for about anything’; must not be appropriated.     Or once appropriated, “Budget authority” {BA} must promptly be reset to zero.     Not an expenditure to be ever unknown, only to be condemned after the fact.     “Such rogue looting of the Treasury for buying favors and votes,”must be so brought to law”.              • • All funds from “penalties or other such non tax receipts,” must be dedicated to “Federal Debt Reduction” {FDR}, never again to be set aside as a ‘Slush Fund’.      • •  Federal management of “private funds,” “direct loans,” or “loan guarantees,” must cease and desist and be surrendered to business mavens, the natural realm for growing the American economy.     “Such intervening must not be considered governance at all”.
